I think they cant have a guy at the national parks to colllect money so they shut the gate. Some paper pushers dont come to work but when they turn it back on they get all their back-pay. So it is basically a free paid vacation for GOV employees. The shit is shut down and somehow they manage to make that cost MORE than if it is just left running.
