Some parks have special seasonal events that the same people attend year to year. Many parks do not.
Many of those parks were mostly to accommodate the super wealthy. It was a way for them to have complete and total control and access to the choicest locales, and make the government pay for the cost of all the roads and infrastructure to keep it up. The shut down rather throws an egg in the fan of all of those who have traditionally 'Wintered' or 'Christmas'd' at the parks.
