Given that everything is collected and stored, all agencies have some big data algorithms and software implementing them that tries to cluster the data into groups, based on meta data and behavior, each group corresponds to a "virtual person".
once you enter a certain identifying piece of data - gps coordinates, social network login, your email address, etc… they can cross check it with other civilian data bases and connect your virtual profile to a name, your name.
The don't usually do it IMO, unless youre a target. If you don't guve them a reson, they won't waste computing power on you.
