Not sure how it would work with our gov't, but per the EO coming up, the secret envelope could have been that the Bush's donated graciously all of their money to the CF, as they die, the counter is all their money they owe to donate to the CF. Then when EO kicks in, our gov't keeps the money from the biggest, the CF….see where I'm going with this?
In the end, they pay or die…no deals.
