I think the article get right the declassification is being held off until after Mueller finishes because they don't want it to look like they are trying to interfere with his investigation. And they are probably correct that Mueller knows this and is trying to extend his work to delay the inevitable. But I think they're wrong about Huber & Horowitz. That they can't find anyone who has been contacted about U1, etc, doens't mean there is no investigation. It's possible that there's enough documentary evidence that they don't need witnesses. And it's possible that many of these people who the journalists think would be witnesses are really targets.
