From what I've read on Tolkien, he wrote most of the source material for the trilogy and other works in the trenches, as a way to escape the war.

 

World War 1 that is.

 

FWIW he wrote the Hobbit and the Trilogy from the point of view of Hobbits, which to me implies that Tolkien himself could possibly view the world from a "local and decentralized" point of view also.
