to point 1. microwave ovens use a specific frequency near 2.4Ghz that corresponds to the resonant frequency of water molecules. Exposure to 1000W of that frequency will do great harm in very little time, if you change that frequency to 2.5Ghz the amount of harm is practically nil
to point 2. Exposure to 5 hours of noontime sunlight will cause a sunburn? Yes if it's done near the equator and NO if it's done above the arctic circle. Why? Intensity of exposure matters.
