China mulls new foreign investment law: state media
Beijing (AFP) – China’s legislature is considering a new law governing foreign investment that will streamline existing rules and prevent the forced transfer of technology, state media reported Sunday.
The new “unified law” will replace three existing laws on Chinese and foreign equity joint ventures, non-equity joint ventures and wholly foreign-owned enterprises, the official Xinhua news agency reported.
A draft of the proposed legislation was presented at a meeting of the Standing Committee of the National People’s Congress (NPC) which began Sunday.
When in place, the new law would bar local governments from restricting market access for foreign firms and from forcing them to transfer technology.
This will ensure foreign investors would enjoy the same privileges as Chinese companies in most sectors except those excluded on a “negative list”.

Cuban lawmakers approve new constitution which heads to referendum
HAVANA (Reuters) - Cuban lawmakers on Saturday unanimously approved a revised draft of a new constitution that retains the island's one-party socialist system but reflects its socio-economic opening since the fall of the Soviet Union.
The draft new constitution, which has 229 articles and will replace a Cold War era one, will maintain the Communist Party as the country's guiding force and the state's dominance of the economy, according to state-run media. A copy has not yet been distributed to the public.
The document, however also, legitimizes private business that has blossomed over the last decade, acknowledges the importance of foreign investment and opens the door to gay marriage, according to state-run media.

In Portugal 20,000 police officers are on alert on Friday with demonstrations expected across the country.
Mirroring France's worse mass protests in 50 years - organisers have called for “Coletes Amarelos” or "Yellow Vest" rallies of their own and blockades of motorways.
Working under the slogan “Vamos Parar Portugal” – which roughly translates as Let’s Bring Portugal to a Halt – sporadic event pages on Facebook have appeared and disappeared, some with thousands stating they would attend.
Some disruption to traffic was reported on the outskirts of big cities as various groups responded to calls on social media to "block Portugal".

California regulators to consider PG&E breakup, converison to private utility
Dec. 22 (UPI) – California regulators are considering breaking up Pacific Gas & Electric Co. or turning it into a public utility in wake of deadly disasters, including the Camp Fire, in northern California.
On Friday, the California Public Utilities Commission said it is seeking as part of its mission to "empower California through access to safe and affordable utility services and infrastructure," according to a news release about the 16 million customers served in the northern portion of the state.
That will include whether PG&E's board and executive management should be replaced as an effort "to determine the best path forward for Northern Californians to receive safe energy service."
