The Fed was founded by an act of Congress. If it's true that they are privately owned then there needs to be a statute changing its status. Has any such change ever been made official?

Water soaks up energy in these frequencies quite well. So any resonance will be dampened to nonexistence. The main effect they have is heating.
If microwave energy had chemical effects then I'd expect to see laboratory chemists include that in their toolkit. I've never seen them do so.
