The Fed is a PRIVATE central bank that does not answer to anyone in gubmint. Congress would need to repeal the Federal Reserve Act.
No such change. Congress is complicit.

This guy's book explains creation and operation of the Fed very well. Been telling my sons to read it (Creature from Jekyll Island), if not then it's willful ignorance on their part. Should be mandatory book to read/study in school.
