I'll give you tuned laser and IR. But single photons are RF is well below the energy of even thermal vibrations. So any chemistry involving RF would not be a quantum process and would not be working on the individual electrons in chemical bonds. I suspect this is why Ive never seen any chemical apparatus involve radio or microwave energy. It's always direct current or light more energetic than thermal IR.
