Yes but as what was pointed out earlier. They will be using Tribunals, That is a different procedure with a different manual.

I agree, no argument there. the only question right now is numbers in the jury. The EO may say five jurors. But this says 12 with a minimum of 9 on the jury. With a simple majority vote.
