as i understand it a state of ER transcends all other statutes and other EO's expressly provide power to the CIC over finance, transport communication, etc etc etc
POTUS has all the imperial power created by the DS for their puppets
that is what Q means when they post patriots in control
they are playing a game not just using brute force - but they can and will if needed

the legal system is rigged
judges and prosecutors and states and fed govt all have imminuty from liability and crimonal charges that they created for themselves - politicians too
and if/when one squeaks thru the cracks they rely on the other friendly judge and prosecutors to protect them
this is why i threw away muhlicense and retired early - stopped following news and politics too
but then 2016 habbened and hope re-awoke
its still there but also still waiting for public proofs
the advent of these events shall be a blessing upon us all and the beginning of the new era
