This is absolutely bullcrap. There was no pass off whatsoever. That agent simply shifts his weight to face the isle. People pushing this note pass BS are only trying to muddy the water. At most, Laura/GWB wrote a note about the flag being upside down or wrinkled which Jeb hadn't notice and his eyes jet back to it to confirm and a look of being appalled washes over him.
