There is a microwave dish (parabolic antenna) behind the drum-like covering. Microwave relays used to be common for long-distance telephony over difficult terrain where landlines were inconvenient. They still exist but are not common anymore because they are affected by weather and the bandwidth is very limited compared to fiberoptic cables in the ground.
