Bldg 7 had been abandoned for many hours after the initial fires. Was due to lack of equipment and water at the time. They left it to burn.
Knowing that there was no concrete in the building, it is no surprise that the building fell. Also, neither it nor the two towers fell exactly on it's own footprint. Debris was found across the street.
I personally have never seen that report, so I cant comment directly to it.
