I think it has to be slow enough that they can run their simulation models often and deeply, always confirming the next step in the plan is ready for execution before doing it.

No idea why an "Evidence Response Team"

would include a "Crisis Management Specialist".

Maybe that job category description can be found online?

I don't think "Crisis Management Specialist" in an "Evidence Response Team" would equate to a "crisis actor".
