Yep, there are a few illegal dispensaries in Canada who won't close who are finding out they are now under the pharmacy regulations. (Legal retail of cannabis is not allowed to talk about medical aspects.) The cops are targetting their suppliers (medical people violating their licences by selling extra) and a few of these are very connected to organized crime like bike gangs and Chinese tongs.
It's going to take a while to clean up the industry, and the complainers will have to adapt to the legal market (or more likely start selling cocaine and other drugs like some "marijuana advocates" have started doing because they don't want to pay taxes).
