Who collected the taxes?
Not the kings or nobles, because it required the ability to count, to calculate and to manage an organization. Coincidentally Jews had been merchants (as in Merchant of Venice) for a long long time and knew all about counting and calculating. In fact, they invented the number seven for most European language groups, where it is based on the name of the day of rest, the 7th day or Shabbat. Jews could also calculate since merchants need this skill. And they were not allowed to serve in the military, so they had more time to hone the skills of organizing complex things like the flow of tax payments into a central treasury of the king.
