Well, we can definitely conclude a fall or winter judging by jackets (TX is never cold outside of late Oct to late Jan). Another anon suggested maybe a couple of weeks ago, in line with weather. Weather where they were was also cold 3 days ago. So it’s hard to say.
ANYONE who cannot dial 911 should file a complaint. At the very least we may be able to get some transparency on the downtime reason.
