That means if they say use 2 layers of foil with 3 layers or saran wrap inside a metallized mylar bag, then you use 6 layers of foil separated by the insulation layers and inside 3 layers of metallized mylar with insulation between each layer of mylar.
Or mix and match with a big steel cabinet or big steel trash can as the outermost layer and ending up with a metal toolbox in the center. Make sure you put a thick enough insulation layer between each metal one and preferably something with air in it like corrugated cardboard (cheap) or bubble wrap.
