When there have been Earth effects from CMEs, it's generally been at higher latitudes (think Quebec where there was massive solar impact on electrical grid some years ago) closer to the magnetic poles, We're not hearing of anything unusual happening north of NYC, so it seems unlikely that NYC arcing could be solar related just on that point alone.
Also, not seeing reports on spaceweather.com of CME impacts.
