The only thing I really disagree with is the government shutdown. It has no bearing on Congress. They aren't part of the shutdown because it only applies to the Executive branch (and only about 25-30% anyway). In fact, they'd still be on the hook to do their job even if they weren't getting paid (they aren't contracted to work like government employees are).
Congress IS in recess, however, as they normally are during the Christmas/New Year's holidays.
