Besides, this video is taken from approximately 180 Water Street facing almost due North towards NJ from the vantage point facing the Empire State Building, while Astoria, Steinway, and Rikers Island in Queens are North East. Looks like an overlay of someone playing with Christmas lights and a camera flash.
