The bumpstocks were ruled legal in a very hinkey way, via ATF procedure. I'm not surprised they're being looked at now, and neither should you.

 

Also, if you noticed, a clear distinction was made between "semi automatic fire arms" and "machine guns".

Legally, rate of fire is controlled by the trigger group.

 

One pull action = one bullet = semi auto ROF

 

One pull action = many bullets = machine gun ROF

 

Aftermarket items that dick around with the above statements, increase ROF. Bumpstocks fall into that category.
