I guess my read on it was more that phase 1 was setting the stage to take out the cabal by removing funding and beginning to release information to red pill the public, and to begin to remove people from power via resignations and exposure.

Phase 2 may be stepping up the action with more in-your-face exposure of bad guys and possibly some public arrests–releasing some of the sealed indictments, etc.
