President doesn't have absolute power. If Hussein did this, it can be overtruned and according to a Virginian debate, James Madison stated any President who pardons crimes that were advised by him is an impeachable offense. So not only can past crimes such as these (also if there were any state/local laws violated a president cant pardon only governor) be prosecuted, it gives another notch on the belt for grounds to impeach.
