Two years ago was lots of concern over snipers in California shooting holes in a transformer to let the oil out to destroy the device.

"The Office of Electricity Delivery and Energy Reliability, U.S. Department of Energy (DOE) assessed the procurement and supply environment of large power transformers (LPT) in this report. LPTs have long been a major concern for the U.S. electric power sector, because failure of a single unit can cause temporary service interruption and lead to collateral damages, and it could be difficult to quickly replace it."

The transformers are huge and could take a year or two to manufacture.
