There was one year when the city had over 300 murders with a population of under 400,000. That's just under one in every 1000 people murdered. It's insane. Drive through N. StL. It's a fucking wasteland. Years and years of corruption have destroyed it.

There still has to be some sort of authorization. Some filing from the AG (whoever he reports to directly). If there was another filing, I'm sure we would have at least learned of its existence. Of course, I say that knowing anything is possible at this point.
