The 911 outage has struck me as odd since the beginning.
Worked in cellular (way back).
911 is simply a shortcut number that is forwarded to a normal 10 digit phone number.
If you know the 10 Digit number you can dial it and get the exact same result as dialing 911.
Should be an easy fix unless software was completely compromised, or the Telco.
Probably worth investigating
