Q often seems to speak from the NSA's perspective. They are technically a military operation. The NSA are the (relatively) good guys (for now, anyway…).
"Clowns" refers to that CIA.
Search Q's posts about Snowden. It sounded like there was/is a power struggle between the NSA and CIA. And Q's side is clear form how he talks about it.
