Fwiw, the archive site usually scrapes tweets as they happen, and does not delete them if they are removed.

You can go back to the times POTUS has tweeted and deleted and see the deleted tweets as well as the new tweets.

I don't see the tweet there, so it's a sign it didn't really happen. Could be wrong, though.
