Herod wasn't a Jew. He was Idumean (father) and Nabatean (mother).
Herod's favorite wife was a Jew, and he ruled over the Jews. He served at the pleasure of Caesar, who was also not a Jew. Herod was not himself of Jewish lineage. He was descended from Abraham through Esau, not through Jacob.
