Question is whether both the Paradise area fire, and Oroville dam spillway problems, may have been intentionally caused. These were two unusual events (even by California standards) with the potential (actualized for the fire, only potential for the dam) of causing catastrophic damage in the same area – the locations are only 15 miles apart.

So looking into whether both may have been caused, and if so what possible reason there would be for targeting Butte County, is the connection.
