I'll agree with that.
I don't see that as much of a race/ethnic issue though. That's more of a high trust/low trust culture issue. There's a lot that goes into that such as race, geography, climate, tradition, etc. but there are more opportunities for intervention once people are ready to reform and accept new policies. Genetics takes more time and the interventions are too suspect.
