The EO's are VERY broad. If anything has to do with human trafficking or corruption (extremely broad), then it is subject. This adds a dimension for using computers in it likely to take away any gray areas there or to have an excuse to form a new team to do just that.

There have been several EOs; 3 regarding trafficking, IIRC, I believe the one signed on Dec. 20 (shows up on Dec. 21 on whitehouse.gov) mentions both trafficking and corruption, but it is worded in such a way as to make a casual reader focus on human trafficking even though corruption is just as or more important in it. I think there may have been an earlier EO about trafficking around Dec. 7, but it didn't have the teeth like the Dec. 20 one does.
