My take is similar, but slightly different. Q is a .mil psy-op, but the purpose is a combination of honeypot and immobilization. What has Q done other than:
1) consume a huge amount of time and bandwidth of those most capable of actually fighting the cabal with no real effect
2) Keep people hoping they don't have to do the hard, messy and ugly patriot shit that needs doing because 'Q will do it'…so the hard messy shit like lynching known pedophiles doesn't get done.
3) Build some base of influence POTUS can use to negotiate a modestly better deal
The evil in this world will not be beaten, especially not by someone so hubristic that they think their plan is perfect. I think the Trump admin is trying to cut a deal, reduce/stop some of the most outrageous excesses, a few worst of the worst, but cabal survives in exchange for not wiping out POTUS's family. And that is the optomistic Trump is a white hate version rather than the POTUS as pied piper version.
