Take it for what you will but I am hearing that a Twitter tech did this on their own volition and without the authorization to use the account. This comes from an a friend who is active duty at Wright Patterson at moment who said that USAF Twitter updates/feeds has seen a large increase in hijacking of late from within Twitter itself.
I can't prove anything I just wrote so take it as you will.
