He was always pushing deep state propaganda.
I've said it before and I will say it again - the goal of psy-ops isn't to get you to think nothing happened. It is to group people into categorical reactions that can be led into predictable (and controllable) patterns of thought/response.
I've only ever heard good things about W from the military and secret service. The closest anyone got to insults was insisting he was dumb or had a bunch of corrupt people hanging around him.
I could be wrong - but I really don't think he was an evil or sadistic person. That was the media projection.
These are people who sacrifice their children. It would not surprise me to find out that W was a bit of a sacrificial lamb. He didn't have the disdain for the average person that they have, so they put him in to basically feed to the wolves and be a fall guy. W wasn't a gladiatorial saint - or probably all that great of a statesman, but I didn't get "evil" from him any of the times I saw him. He was a guy who would appoint recommended advisers and listen to them…. Not a bad thing, but far too naive for DC.
That said, he liked the military. Afghanistan and Iraq were largely the military striking back at the CIA. I would imagine the CIA really wanted to use 9/11 as a means for implementing regime change in Saudi Arabia as well as Iraq by using the time-tested AQ militant strategy.
'Problem' is that W went to Congress and asked for a declaration of war and allowed the Military to directly implement regime change. Moves and counter-moves. Knowing how the CIA has liked to play, and how Obama and Hillary tried to turn Iraq over to the Muslim Brotherhood - I think the whole game was CIA vs Military, and has been since Bosnia, at least. Military Intel knew exactly who the various forces were being ordered to bomb and what was going on - and who was corrupting the chain of command.
