We can't stop to point out or yell at everything we find disagreeable. While it is true that there is such a thing as "tacit consent/approval" - it's also true that we don't need to be hall monitors.
I don't disagree with your assessment of the meme - it's in poor taste. Your reaction to it, though, was (I believe) deliberately inflammatory and designed to create a stir. For people who enjoy being forum gladiators, it's a classic "aggro" strategy to pull the board and tank.
But I think this is also reinforcing your own bias. Most people are going to respond simply. We're on a free speech board and here's someone trying to play hall monitor - they'll attack the hall monitor before they attack the kid who is bullying his little sister. That might be a little fucked up in terms of priority - but if I had to hazard a guess, you're here because you can be anonymous and speak your mind - mouth full of a string of insults you have to bite your tongue on everywhere else.
