Corruption runs so deep in Brazil that it affects every strata of society.

I have a friend whose 20 something brother was given the position of district school director with zero experience or qualifications simply because his father was colonel in the Military police. He also paid his father 1/3 of his salary per month for the privilege.

I lived in Rocinha in Rio, the largest favela in South America, and despite having to pass heavily armed drug traffickers to get to my place, I never felt safer. Encountering the police, however, was a completely different story.

That being said, gangs of armed teenagers were used by the drug lords to periodically sweep the beaches and loot all beach goers as adult law didn't apply to minors.

That law was recently changed to count 16 year old offenders as adults.
