On more than one occasion the decoded message appeared to be in the middle of a longer conversation. Important communications would be prefaced with a start and end block, like HTML tags. This makes sense based on the decodes I've been doing.

Normally I pick a tweet I think is interesting and start eyeball processing to decode. One example, "BJ US AG". Which at the time was Sessions.

It is clear this was a reply to some one in a much large conversation, but I don't know who @realDonaldTrump follows on twitter, doesn't have to be someone who tweets to him directly.
