The blue and white barge pictured is the Vernon C Bain Complex (VCBC); a NewYork City Department of Correction jail barge, which currently resides in the East River tied up in the Bronx.

Not to be confused with the retired Staten Island ferry vessel F/V Vernon C Bain which, when retired as a ferry vessel from the New York City Department of Transportation, was used for several years by the Department of Correction, tied up to Rikers Island, and has since been sold as scrap (early 90s; whereabouts unknown).

VCBC, also currently used as a jail facility, is well past it's service life. To the best of my knowledge, it has never seen a dry dock.
