How do you imagine a shut government can ever become unshut? Congress & President do something to establish a budget. So these elements are definitely not shut. (A lot of other stuff isn't shut, either.)

I don't know in detail how they're funded, but there's a provision for certain ongoing expenses as kind of a "well, even if we don't have a full budget, this is allowed to go on …" kind of thing.

Same thing happened 1 year ago, Trump proclaimed January 2018 "National Slavery and Human Trafficking Prevention Month". Apparently it's an annual thing done every January. (After the late 2017 EO about human trafficking, I was sure it meant something last year, until I found out it was an annual tradition.)

Yes, that changeover is unusual due to our having a shutdown at this point in the calendar. But swearing in a new Congress on Jan 3 is a constitutional requirement (20th Amendment), so even more "gonna happen anyway" than almost anything else.

I've been reading /comms/ recently with the idea of getting the skills needed for being an emergency baker. Not ready to do a practice bake with intent (especially getting formatting right), but certainly could take a casual shot with where I'm at for practice/feedback.
