Taking out the entire power grid would kill too many people in the northern U.S. whose heating systems use electric control and ignition systems. I don't think Trump would use an EMP.

More specifically, (a) the good guys have been blowing up bad-guy bunkers, and (b) the U.S. Army is training soldiers to fight underground.
If an EMP happens, it'll be enemy action.
