The point of the House Speaker was that Founders were looking to someone who represented the people the most. The Speaker (doesn't have to be a member of the House) is chosen by the most Representatives of the people, therefore next in line after Pres (got the majority of electoral votes) and Veep (who was 2nd in electors, at the founding).
