Maybe the just the opposite of what it looks like.
Can you imagine these NPCs in the military?
Nothing changes a person like strict military training. That's what is needed for these useless eaters.
It would be the only way to turn them around.
Only problem I see, is they're all heavily medicated.
And they'll cry a lot.
