It's better to let the Ds take the house and then guarantee R replacements rather than dropping FISA before elections and HOPING for R elections. No, it's not. If it were that way then dozens of officials would not have been approved by the senate before the shutdown. The Senate is all POTUS needs right now to move forward.
That's not how it works anon. A member of congress will be removed or forced to retire if they are involved in illegal activity. In that case, the governor of the state for which they represent will appoint a new member. The goals of the last election were governor and senate seats for this reason.
