The purpose of this is that POTUS needs to be able to threaten the comp'd people in Congress and possibly also the Judiciary with jail in order get his (our) agenda through. To make the threat of jail CREDIBLE, he had to get about 5-10 million people BEGGING for it to happen in order to prove he would have public support if they forced his hand.
