correct.

HOWEVER:

there are roughly 71,000 sealed court actions. historically, this leads to roughly 30% indictments, which is around 20,000 indictments.

ALSO:

each indictment can charge ANY number of people.

SO:

We have a roughly known reducer (30%) and a completely unknown amplifier (x?)

My estimate is a couple hundred thousand charged with felonies. That's just my hunch.
